An AI harness consists of four components around a language model: context engineering (integrations with your documents and CRM), tool architecture (focused connections per use case), orchestration (tasks split intelligently across agents) and feedback loops (telemetry and evaluation). Together they turn a model into something that actually does work, instead of just giving isolated answers.

For a large part, yes. From 2 August 2026 the EU AI Act also applies to companies that only use AI. What the law then asks (knowing which data your system sees, human oversight of decisions, being able to produce log files, intervening when something goes wrong) is exactly what a good harness already enforces through context, tools, orchestration and feedback. So a harness makes you compliance-ready, not automatically compliant: the formal steps (risk classification, documentation, agreements with your provider, the GDPR side) remain.
