Anyone following AI news from Groningen reads about hundreds of millions and big names, but rarely about what an ordinary company can do with it. The AI Factory: what is coming and who it is for

In October 2025, Groningen got the go-ahead for one of the European AI factories. National government (around 70 million euros), the EU (around 70 million via EuroHPC) and the region via Nij Begun (60 million) together invest some 200 million euros in two things: an expertise center in the former Niemeyer building on the Paterswoldseweg, and a supercomputer, which will be located elsewhere.

What does that mean in concrete terms? The expertise center becomes the place where companies can go for knowledge, use cases and guidance; the target date for the start was mid-2026, and the opening is taking longer (as of July 2026 the center is not yet open). The supercomputer follows later: the tender runs via the European EuroHPC program, with delivery at the earliest end of 2027.

Who is it meant for? Explicitly for smaller companies too: the European AI factory program was set up to give SMEs and start-ups access to computing power that until now was only within reach of large tech companies. To be honest: that computing power is mainly relevant if you want to train models yourself or run heavy applications. For most organizations, which want to apply AI in their processes, the expertise center is more interesting than the supercomputer.

AI Hub Noord-Nederland: the network

AI Hub Noord-Nederland is the existing network, and unlike the AI Factory you can already go there today. The hub connects over 500 northern companies and is supported by the University of Groningen, the Hanze University of Applied Sciences, NHL Stenden, the UMCG, TNO and the NOM.

The hub organizes meetups, knowledge sessions and communities around themes such as sovereign AI and data. Getting involved is easy to do: attending events usually costs nothing and you meet the people in the region who are wrestling with the same questions, from fellow entrepreneurs to researchers. For a first orientation on what is happening in the north, this is the shortest route.

What the University of Groningen and the Hanze do for businesses

The knowledge institutions are more accessible than many entrepreneurs think, via three common ways in:

  • Student projects: students work a semester on a question from your company, from data studies to prototypes. It costs supervision, and delivers fresh analyses and visibility as an employer.
  • Internships and graduation projects: a graduating student who works half a year on your AI question is, for many organizations, the cheapest way to have serious research done.
  • Research collaboration and testing grounds: for larger questions you can team up with a professorship or research group. Regional subsidy schemes sometimes even set collaboration with such a northern testing ground as a condition; see our article on AI subsidies in the Northern Netherlands.

We work with the Hanze ourselves and notice that the threshold is mainly on the business side: the institutions actively look for real questions from practice. One email to the right professorship is often enough for an exploratory conversation.

The municipality and the region

The municipality of Groningen adopted its own AI vision in early 2026: principles for how government uses AI responsibly, from service delivery to social questions. For businesses that is relevant for two reasons. The municipality becomes an early user, and government contracts around AI will appear in tenders more often in the coming years. And the vision sets the tone for what counts as responsible AI in the region, with human oversight and explainability as recurring requirements.

More broadly there is Nij Begun: the investment program for Groningen and North Drenthe that, alongside the AI Factory, also invests in talent and business activity. That makes AI in Groningen not a standalone project, but part of a long-term regional agenda.

From ecosystem to your own application

The honest story after all this good news: none of these parties builds AI inside your organization. The AI Factory delivers computing power and expertise, the hub delivers network, the knowledge institutions deliver research. The translation to your own processes, where the time savings and the quality gains sit, you have to organize yourself: knowing which process you tackle, getting your data in order, taking your team along and putting a working application in place with human oversight.
